Advancing Behavioral Health Access in California Through PATH

RecoverWell was founded to simplify the often complex journey of accessing behavioral health care in California. Its innovative platform streamlines the process of connecting individuals to the right level of care—quickly, efficiently, and compassionately.

Through its participation in Providing Access and Transforming Health (PATH), RecoverWell is expanding its reach to better serve Medi-Cal members. A key part of this progress has been its partnership with 43 Strategic Consulting (43SC). As an approved Technical Assistance (TA) vendor in the PATH TA Marketplace, 43SC has delivered tailored support that has been instrumental in aligning RecoverWell’s operations with the goals of California Advancing and Innovating Medi-Cal (CalAIM).

At the beginning of the partnership, RecoverWell had a clear vision, but lacked the infrastructure, strategic direction, and business model needed to fully integrate into the Medi-Cal delivery system. As CEO Amee Gray explained, “We knew where we wanted to go, but not how to get there.”

From day one, 43SC brought structure, strategic insight, and hands-on support. Rather than offering generic advice, 43SC worked side-by-side with RecoverWell to co-design a sustainable business model aligned with Enhanced Care Management (ECM). Their guidance led to measurable improvements in contracting readiness, internal systems, and the organization’s capacity to deliver integrated, whole-person care.

One powerful example of this impact involved a patient with severe substance use disorder. After arriving at an emergency department, a social worker used the RecoverWell platform to submit a referral. Within hours, the patient was matched with nine treatment programs and admitted to one that same evening. Although the patient initially left treatment against medical advice, they continued to receive support through multiple emergency department visits. Each time, social workers re-engaged the RecoverWell platform, and the team provided personalized support based on the patient’s readiness and preferences. Over time, this consistent encouragement led the patient to commit to residential treatment. Today, the patient is sober, employed, participating in outpatient recovery, and rebuilding their life with confidence and stability.

RecoverWell chose 43SC for their proven track record and deep understanding of CalAIM transformation. Their unique approach blend of policy expertise and practical implementation, especially in community-based care, has been invaluable.

Since the partnership began, RecoverWell has gained strategic clarity, strengthened its infrastructure, and laid a strong foundation for sustainable growth. The organization is now better equipped to meet the complex needs of its communities and actively contribute to California’s evolving Medi-Cal system.
